Questionnaire No. 14 – Pay and perquisites for Armed Forces
The Armed Forces are a Pride of a
Nation. The security of a nation is of a paramount importance. There
cannot be any compromise to the security of a nation. There are no words to
express the importance of Armed Forces for any Nation , Especially for a
largest Democratic Country like India, with different political parties, with
various Ideologies, a strong Armed
Forces, is essential to safe guard the nation at any time , not only in war but
also in peace, natural calamities, internal terrorist control etc. etc. The
modern Armed Forces are expected to take up not only war but also various
internal problems to bring under control even in peace time.
While these are the paramount importance of Armed Forces for
protecting the Nation, the basis for determination of pay scales for Armed
Forces should be based on their degree of willingness to sacrifice for the
nation. Any sacrifice cannot be valued in terms of money, it is beyond that and
it cannot be compared with any other service of the Govt or private sector. If
it is taken for comparison , then it should be fulfilled after detailed logical
conclusion not otherwise. After the
retirement at the age of 40 to 50 despite his herd work in the Forces he has to
suffer a lot to find himself for suitable employment. During the time of Elections the ESM are
called upon to perform Election duties in maintaining law and order of the
state. In order to boost up the morale
of ESM, a Department in the name of ESM Forces like Fire force, etc to be
opened in every state to utilize their services in all natural calamities like
Flood relief, Earthquake, Strike time, Law and order maintenance, Terrorist
control activities, Escorts etc to gain fully in multi useful purpose of Govt
and ESM.
PERCENTAGE OF WEIGHTAGE TO BE ASSIGNED
In order to keep the Armed Forces young middle aged ESM after sacrificing
their youthful period are shunted out with meager pension, they neither get any
suitable re-employment nor any reasonable pension.
Therefore, the first and the foremost point is that, full weightage
is to be given to all ranks in all the three services i.e from Sepoy to General
and equivalent ranks in Navy and Air Force. Their pension also to be fixed
after giving full weightage and not as 10 years for Sep. 8 yrs for Naik and
6yrs for HAV and no weightage for JCOs, which has been given recently which is
not at all acceptable.
PARITY WITH CIVIL SERVICES
A
soldier and an Officer of the Armed Forces is kept ready at short notice for
any type of work at any time, itself a
supreme sacrifice. There is no specific working hours or any holiday under
strict working conditions. Therefore the services of these category of
personnel cannot be compared to civilian Govt Servants. If at all it is
compared with the civil services- let us take the example with a last grade
Govt Servants, for eight hours of
work is being paid Rs.5000/- with 33
years of guaranteed service, whereas a soldier should be paid a
minimum salary of Rs.15000/- for 24 hours of work with risk and truncated
service and hardly can earn for a period of 24 years only.
Similarly a junior management grade officer in a civil service is
paid a salary of Rs.10, 000/- with other perks for a 33 years guaranteed
service a Junior officer of the Armed
Forces should be paid a minimum of Rs.30,000/- for 24 hours work and risk for a
truncated service . There should be some justification and their services
restricted up to 26 years, 30 years, 32 years on the ground individual fitness
for war efficiency.
Similar yardstick to be applied for calculating pension for the
Armed Forces pensioners, irrespective of their date of retirement, full
weightage is to be given for maximum service i.e 33 years for all ranks and 50%
of the salary applicable for 33 yrs service for that rank is to be paid as
pension. There should not be any pro-rata calculation for pension for Armed
Forces pensioners. The Armed Forces personnel are not allowed to serve for full
period ( i.e 33 years ) because of the efficiency/fitness requirement, to keep
the Armed Forces young and fighting fit. A compulsory cessation of service at middle age to meet the needs of
the service is to be suitably compensated by good amount of pension with some
ex-gratia lumpsum amount for the remaining service. There should be justification
and suitable compensation for service and sacrifice during the youthful period
of young soldier and Officer invalidated out of service with meager disability
pension that too fixed from time to time.
Matric and Non Matric with service of 15 years or more are
equivalent to Degree as per certificate issued at the time of leaving Depot Bn
on pension. The same is not taken in the
sprit and Govt orders by various State Govt officials like Police etc and
rejecting their application. Proper
publicity to all other civil job offering agencies to be done by Gazette which
can be produced as an authority where necessary reses.
COMPARISON
WITH PRIVATE SECTOR
To become a Doctor or a Software
professional, etc physical fitness no more compulsory whereas similarly to
become a Soldier or an officer in the Armed Forces basic need is physical
fitness and tough training.
A Medical officer or a Software professional needs only brain
power. Whereas a soldier and officer in
the Armed Forces needs both brain skill as well as super physical fitness without
which one cannot get entry into the Armed Forces. While comparing the salary
and perks of a medical officer/a software professional in civil, the Armed
Forces personnel are neglected lot. This
is one of the reason that the present younger generation are not interested to
join the Armed Forces even for the Post of officers. Nowadays the Govt. has to spent lot of money
for advertisements to attract talented people,
even then the entire vacancies are not filled in the Officers training
colleges with sufficient publicity.
Therefore the Salary, perks and other facilities is to be given equal to
that of civilian counter part in addition to other extra facilities given to
the Armed Forces personnel. After
discharge from Services they should be paid pension by giving full weightage
for 33 years service for all ranks.
SPECIAL
AND HAZARDOUS NATURE OF DUTIES.
What sort of hazardous nature of duties being done by the Armed
Forces personnel is known only to the Armed forces personnel. Indian army’s border post like Siachin
Glacier is one of the place, which
the Chairman of the 6th Pay Commission Mr.Justice B.N.Srikrishna
and other three members must visit at least once before submitting their
recommendations to understand the hazardous nature of duties taken up by the Armed
forces personnel. Indian Army’s high altitude Himalayan border post
and the risky flying of Indian Air Force pilots in Benehal pass of the
Himalayan range and the high altitude Leh air field, and the life of a
submarine crew in the Navy are to be
studied in depth before recommending the
pay scales.
All that the Serving and retired ESM and officers want is that
a suitable compensation for the
hazardous work by suitable pay and better pension after retirement in
recognition of their service in
protecting the mother land.
CENTRAL GOVT PENSION SCHEME
A
monthly monetary benefits similar to pension of below Rs 1000/- is being
considered for poor ESM widows at Rastriya Sainik Board from State Govt
finance. The same pensionary benefits to
be provided from Central Govt through all ESM
Helpline Centres by AGs Branch Ceremonial Welfare Dte and accordingly funds to
be allotted accordingly.
FUNDS FOR WELFARE ACTIVITIES OF ESM
Lot of poor ESMs and widows are approaching ESM Helpline
Centres, Station HQ etc for financial helps, however basing on merits being gtd
by Stn cdrs/Area Cdrs from ESM Welfare funds.
Keeping view of ESMs welfare, funds to be allotted to ESM Helpline
Centres periodically by Central Govt to AGs
Branch C & W Dte.
RE ORGANISATION
OF KENDRIYA SAINIK BOARD, RASTRIYA SAINIK BOARD AND ZILA SAINIK BOARD
Staffs
only ESMs and maximum staff are civilian staff of State Govt. Maximum civilians do not know the service
procedure and thereby affecting ESM welfare subjects. Hence the following are recommended for
immediate implementation:-
(a) All staff of KSB, RSB, Zila Sainik Board should be ESM only
sponsored through Army Placement Node and existing civilians staff to be
replaced.
(b)
Director of KSB to be ESM Maj Gen/Brig or equivalent offrs.
Education scholarship of wards of
serving Offrs/JCOs/OR provided to ESM/widows children also to be provided. Policy aspect to be issued and AWES informed
accordingly.
SHORT
CARRIER SPAN:
The short carrier span in the armed forces is the requirement of the
nation. In order to keep the Armed
forces young and fighting fit the career
in the armed forces is kept short. But
then it should be suitably compensated with
some rehabilitation package, better employment opportunities, better pensionary
benefits, lumpsum exgratia compensation etc., while terminating the services at
a middle age.
RESTRICTED
RIGHTS
The service conditions of the Armed
forces personnel are rigorous. It should
be reviewed with some relaxation without compromising the honesty, integrity,
dedication and security needs of the nation.
The Army, Navy, Air Force and the DSC acts to be amended according to
the needs of the present India
not of a good old Britishers through amendments.
HOW SHOULD THE PAY OF A SOLDER, SAILOR AND AIRMAN
TO BE DETERMINTED
In order to keep the three services
with full understanding of each other, the pay of the soldier, sailor and
airman are to be kept equal for all the three services. There can be some special allowances, which
may vary according to the nature duties in the respective services. The minimum basic pay of a Soldier, sailor
and Airman be fixed at least Rs.6,000/ with DA and other allowances, the total
emoluments should not be less than Rs.10,000/-.
After 17 years of service, when a Soldier is discharged he must be given a basic un commuted pension of
Rs.7,500/- whether you give full weightage to the service or not. An armed forces veteran should be allowed to live a decent life after discharge
from service with a decent pensionary benefits.
Seventh Pay Commission
WELFARE OF VETARANCE
Central School, Army School,
Colleges at in each district should have at least some percentage hostel
facilities.
Army
Welfare Housing Organisation provides houses to serving soldiers. Similarly,
housing bds at state level are considering a small percentage to ESM/Service
personnel. Houses are built and allotted with easy installments (for 15 years) at all
Districts of a State. DGR be requested to take up a case to
increase the percentage to at least 25% for priority allotment to ESM.
ESMs registered with
employment exchanges through DSSA Bds exist on paper only. An APN District level Cell under APNs of
respective area be created in every Dist and work for providing jobs to ESMs
through employment exchange, various factories, various jobs offering agency
etc. These cells may also be included
for placements for ESM Children.
Family
Pension
Widows submit their family
pension applications to respective DSSA
Boards in time, but DSSA Bd/Records/PCDA (Pension) Allahabad takes a lot of time to take action against settlement of
family pension. At times more than two
years is taken to receive pension. Time frame
and accountability of pension need to be laid down.
Job
ESM Sons/Daughters
After retirement, the
following are the problems an ESM imdt faces and necessary steps be taken as deemed fit :-
(a) Self construction of House
(b) Self re-employment
(c) Children’s Employment
(d) Children’s marriage
ESM Forces
All eligible ESMs are
capable of handling State requirement of services like Election time
requirement etc and trained in Aid to Civil authorities during Flood relief,
Earthquake, and strikes etc. A state
level civil forces for ESMs to be created to cater such requirement thereby
will be useful in their resettlement also.
Similarly all soldiers
PBOR to be considered for completing their services up to 58 years of age as of
Air Force.
Ahead of elections, the government on Wednesday announced
constitution of the Seventh Pay Commission, which will go into the salaries,
allowances and pensions of about 80 lakh of its employees and pensioners.
“Prime Minister Manmohan Singh approved the constitution of
the 7th Pay Commission. Its recommendations are likely to be implemented with
effect from January 1, 2016?, finance minister P Chidambaram said in a
statement.
The setting up of the Commission, whose recommendations will
benefit about 50 lakh central government employees, including those in defence
and railways, and about 30 lakh pensioners, comes ahead of the assembly
elections in 5 states in November and the general elections next year.
The government constitutes Pay Commission almost every ten
years to revise the pay scales of its employees and often these are adopted by
states after some modification.
As the Commission takes about two years to prepare its
recommendations, the award of the seventh pay panel is likely to be implemented
from January 1, 2016, Chidambaram said.
The Sixth Pay Commission was implemented from January 1,
2006, fifth from January 1, 1996 and fourth from January 1, 1986.
The names of the chairperson and members of the 7th Pay
Commission and its terms of reference will be finalized shortly after
consultation with major stakeholders, Chidambaram said.
